CASBE membership
Membership to the Council Alliance for a Sustainable Built Environment is open to all Victorian councils.
Membership of CASBE enables
Local government leadership – We demonstrate local government leadership in Ecologically Sustainable Development (ESD) policy development and planning approaches.
Advocacy – We represent local government’s concerns on ESD issues. A growing membership increases our ability to set the agenda and contribute to the debate on sustainable built environments.
CASBE operations – Our staff convene and support councils implementing ESD Policy processes and using the BESS tool.
Built Environment Sustainability Scorecard (BESS) – BESS saves time and effort for both planners and the development community. We enable the ongoing development of the BESS tool to ensure it meets current industry needs and technologies. CASBE membership is the gateway to a BESS subscription.
CASBE’s advisory role – We provide feedback to industry and government on ESD policy development.
Knowledge growth – We increase the ESD knowledge base through training and cross government collaboration. Our projects help establish criteria for research and data collection.
Stakeholder engagement – We provide a forum for direct engagement with key external stakeholders.

CASBE member councils
To become a member, councils must sign the CASBE Memorandum of Understanding (MoU) with the MAV. The CASBE MoU is effective for a three year period. New councils sign on to the remainder of that three year period.

Please note
A council must be a CASBE member to subscribe to the BESS tool. A separate fee is applicable for a BESS subscription. BESS subscription enables industry use of BESS in your municipality.
CASBE members have a position on the CASBE Steering Committee and are invited to attend committee meetings which are held three times a year at the MAV offices in Melbourne.
